This publication provides theoretical and empirical perspectives on the widespread use of covert surveillance technologies for the purpose of criminal investigation. The study covers the laws of the United States, Germany, and the P.R. of China. The author conducts a comprehensive comparison of the three systems, aiming at devising solutions that achieve a proper balance between the protection of the right to privacy and the effective combat of crime.
