This book will focus on the Mediterranean region where Participatory Irrigation Management (PIM) / Irrigation Management Transfer (IMT) are long established traditions but when applied in countries with little historical experience, significant difficulties have been found. It aims to learn from the existing successful and less successful experiences where detailed analysis will provide good guidance to improve. Considerable emphasis will be placed on the use of modern management tools (Decision Support Systems [DSS] and Monitoring and Evaluation [M&E)) to improve the performance of local organizations and irrigation agencies. Guidance is becoming imperative, Med Countries having embarked on a second modernization of their irrigation systems.18 years have passed since the I&D Paper 58 (FAO, 1999) set the guidelines for IMT. In 2007 the Food and Agriculture Organisation (FAO) reported on the experience of 33 countries in terms of PIM/IMT, providing interesting reasons for concern and encouragement but specificity was lacking in terms of guidance since experiences were coming from many parts of the world with little common bases.
