A low-level formal professional qualification is a definite risk factor in terms of becoming unemployed. This problem is not exclusive to semi-skilled and unskilled workers. It can be applied to all of society in terms of the lack of skilled workers and demographic change. On a political level, the BMBF supports programmes in aid of young and older adult education.
