This research thesis identifies the opposite: Mass spying – even among friends – is not only common practice of foreign intelligence services, but is also carried out mainly without any legal restrictions, especially vis-à-vis foreign countries and foreigners. Thus, the focus of the thesis lies within the examination of the foreign intelligence surveillance laws as well as the institutional control in three of the biggest surveillance states: Germany, France and the US. In the wake of the Snowden revelations, these states have amended their surveillance laws. The protection of fundamental and human rights – especially of foreigners – is largely ignored, many norms prove to be vague and far too extensive. To make matters worse, the accompanying control of foreign intelligence services reveals considerable deficits in all comparative states.
