This book examines the international relations of California. It is not a simple descriptive examination of California’s government and non-governmental international activism, but rather develops a more comprehensive and theoretically ambitious analysis. The author both continues to develop understanding of the features of a truly ‘global state’ by focusing on California as both a sub-national actor to the United States and, in some senses, a super-national actor with sub-actors of its own, namely the Native American tribes or “domestic dependent nations” within its boundaries and the diplomatic engagement involved at all these sites. The text offers a practical exploration of the development, challenges and outcomes of California’s global strategy particularly under Governor Brown, but also to offer insight into the features of how to become, and what it is to be, a global diplomatic actor.
