Captain David Hodges, head of the Aurora Police Department's Second District Major Crimes Division, was dragged out of bed early to look at a dead body off I-70 near Watkins. At first, it looked like an accident. But then, even before the coroner's inquest, it was apparent that the man was not killed by a fall or ramming on the interstate.
